Abstract: Traditionally, metadata were used for resource discovery and retrieval in self-contained information silos (e.g., MARC bibliographic records in local OPACs). In recent years, however, metadata are increasingly distributed and shared in a networked information environment, and metadata interoperability across different information systems is now gaining its importance in supporting a variety of end-user services. Metadata play a critical part in successful resource discovery and access across ever growing digital collections, and can be harvested and repurposed not only by different service providers but also by the public for their own use in different applications. And yet, metadata interoperability and reuse would be critically hindered without high-quality metadata based on accurate and consistent resource description. This paper will explore the impact of metadata quality on the user-driven reuse of metadata by looking at one of the most popular public use of Web-based metadata services—metadata extraction and conversion via citation management software RefWorks.
