FY15 State Budget

Governor Christie has recommended flat funding for library programs in the  state budget beginning July 1, 2014.  If enacted, it will be the fifth straight year that library funding has remained flat.  The proposed budget is 20% larger than the FY11 budget.

  • The amount of funding for the NJ Library Network remained unchanged at $4,299,000.
  • The amount for funding for the State Per Capita aid program is unchanged at $3,676,000
  • The amount of funding for the operational NJ State Library is $5,194,000.
  • State funding for library programs was significantly reduced in the FY11 state budget by 42% from the amount in the FY10 budget.
  • The proposed FY15 budget keeps funding for library programs at the FY11 level.

NJLA Legislative Initiatives 2014
  • RESTORE  FUNDING FOR THE STATE PER CAPITA AID PROGRAM –critical component of local library support.
  • ESTABLISH A CAPITAL CONSTRUCTION PROGRAM FOR PUBLIC LIBRARIES-renew the Library Construction Bond program to provide capital funding for public library buildings and technological infrastructure.
  • UPHOLD FUNDING FOR STRONG LOCAL LIBRARIES-Support legislative activities which provide a strong financial foundation for local public library services.
  • MAINTAIN FUNDING FOR NEW JERSEY LIBRARY NETWORK-  A model of shared services and innovation funding provides a statewide delivery system and cost sharing programs which are critical to the operations of all types of libraries in New Jersey.

Filtering Software and Other Restrictions on Internet Access

NJLA affirms the right of all users, regardless of age, to have unrestricted access to the Internet. The policy of the New Jersey Library Association is that people should be able to read whatever they want in a public library, so long as it is legal. Libraries may provide software filters for individuals who want tools to limit their own personal access to materials on the Internet, but NJLA opposes the deployment of filtering software for the sake of restricting general access to the Internet.

Statement on Net Neutrality

The New Jersey Library Association joins the American Library Association and many others who are concerned and troubled by the recent court decision regarding net neutrality.  New Jersey's public libraries are leaders in providing Internet access within their communities.  NJLA is committed to insuring people who use the Internet in a public library have equal access to online information and services.   Allowing commercial entities to prioritize some Internet traffic and/or block other traffic based on commercial interests is not in the public interest.  NJLA strongly supports efforts to resolve this matter in a manner that upholds the public's right to access information.

Orange Public Library Re-Opens

NJLA was invited to the grand re-opening of the Orange Public Library on Monday January 13, 2014. In December NJLA sponsored a rally on the steps of the Library calling for the re-opening of this library and we are delighted with this outcome. Congratulations to the people of Orange!
