Our library staff is highly regarded by the public for their knowledge, quality of service and commitment to the community. The Jersey City Free Public Library is in an exciting period of transformation as we complete a new strategic plan, development plan and master plan. We are actively seeking a Division Lead for Adult Services to become a member of the Library Leadership Team. We are seeking an individual to innovate, develop, deliver and assess system wide services to Library patrons while continuing to focus on the Library's primary service priorities.This position reports to the Library Director and is a member of the Library Leadership Team

Job Responsibilities:

  • Programs and Organizational Development: Provide leadership and participate fully in the development of the Library's programs and service deliverables. Continually assess the public's needs and interests, and work collaboratively with administration,managers, staff, external stakeholders and the community to develop responsive program and service strategies of the future that meet traditional and non-traditional use patterns in new and innovative ways.
  • Staff Development and Administration: Develop and implement staffing models and plans to support service goals. Provide general staffing administration and support managers in the coordination and supervision of staff. Participate in and/or support the recruitment, selection and on boarding of new staff members. Engage in team building and model and develop the competencies of managers and staff. Assist the Director with annual and long-range planning, including setting goals and recommending strategies.
  • Operations and Resource Management: Evaluate and continually improve systems for the management of essential operations,analyzing resource needs, and directing staff effectively to support Library objectives. Maintain a continual practice of process improvements to gain efficiencies in work processes.Develop and maintain a collaborative process that seeks input from affected stakeholders such as frontline staff and cross divisional peers. Assist with developing operations, staffing,project and other budgets and coordinating them with overall division budgets. Compile and analyze statistics, outcomes and impacts along with other relevant data in support of budget requests.
  • Relationship Management: Participate in community activities,collaborate internally to identify and build on collaborative opportunities, establish, support and maintain relations with community partners and stakeholders, and support managers and staff in responding to public concerns and interests.
  • Policy Development: Recommend and participate in the development of Library policies, guidelines and practices. Stay abreast of changes in the library profession that will support the service delivery changes proposed by the Library. Seek out best practices of other library systems, as appropriate, and analyze their potential application at the Library.


Required Experience:

  • Two (2) years of librarian experience.

Required Education:

  • A Master’s degree in Library or Information Science in a library program accredited by the American Library Association or from a New Jersey Master’s program in Library Science that has been deemed acceptable by Thomas Edison State College License
  • Appointees may be required to possess a valid certification as a Professional Librarian issued by Thomas Edison State University
  • Note: N.J.S.A 45:8A-3 and N.J.A.C 15:23-2.1(a)state that any library supported in whole or in part by public funds may require, and any library serving any municipality or group of municipalities having a population of 10,000 inhabitants or over shall require that any person employed as a professional librarian shall hold a professional librarian certificate.N.J.A.C 15:23-2.1 (b) states that pursuant to N.J.A.C. 15:21-2.3 and 2.4, a library serving any municipality or group of municipalities having a population of 7,500 inhabitants or over N.J.S.A 45:8A-3 notwithstanding, will employ, in all professional librarian positions counted for State Library Aid purposes,librarians holding a New Jersey Professional Librarian’s Certificate.


Preferred Experience/Skills:

  • A minimum of five years of library experience and a master's degree in library science; experience with urban public libraries and Central/Branch system structures is highly desirable.
  • Successful track record of providing library services during a time of significant change. Must be familiar with current professional trends and issues in public library services and management.
  • Demonstrated understanding of principles for recruiting,developing and mentoring a diverse staff that reflects the communities served by JCFPL and experience removing barriers to advancement for people of color and other marginalized groups.
  • Ability to both formally and informally coach/mentor others.
  • Excellent written and verbal communication skills, including written and formal communications, presentation skills, skill with group and team dynamics, and the ability to motivate,persuade and negotiate with diverse individuals and groups.
  • Demonstrated experience in equity analysis of library programs and services and an understanding of race and social equity issues Ability to apply this analysis to affect change in program and service deliverables from an equity perspective.
  • Knowledge and experience communicating the Library's intellectual freedom role to patrons, partners, stakeholders and staff.
  • Knowledge of and experience with principles and methods of organizational administration, including staffing administration,budgeting and analysis, communications, and records management.
  • Knowledge and understanding of personnel and labor relations principles, policies and procedures. Experience in a union environment.
  • Knowledge of organizational theory and various leadership models.Demonstrated experience of innovation in library programs and services and experience with change management, project management and distributive leadership methods.
  • Knowledge of and experience in implementing, providing and evaluating a broad range of library services such as reference,information, reader's advisory, outreach and engagement, and program and service design.
  • Ability to assess and recommend new and improved policies, processes and procedures relating to these functional areas.
  • General knowledge of collection development, analysis and maintenance.
  • Ability to communicate effectively in a language other than English strongly desired.
